Arkansas
Do not use design practices that evoke addiction or compulsive behavior in minor users, including notifications, recommended content, an artificial sense of accomplishment, or engagement with online bots that appear human.
Statute’s own ages: Applies to minor users (under 16).
California
Do not provide an addictive (algorithmically prioritized) feed to a user the operator has actual knowledge is a minor without first obtaining verifiable parental consent.
Statute’s own ages: Applies to users under 18 located in California; the operative standard is the operator's 'actual knowledge' that a user is a minor from 2025-01-01, with age-assurance regulations due from the Attorney General by 2027-01-01.
Apply the statute's default limits on a known minor's access to the addictive feed (including a default limiting addictive-feed access), changeable only through the process the Act specifies.
Statute’s own ages: Applies to users under 18 located in California.
Idaho
Do not deploy addictive interface features (such as infinite scroll, autoplay, push notifications, or engagement metrics/badges) or profile-based paid commercial advertising to covered minors.
Statute’s own ages: Applies to covered children under 16; exact per-feature age scope pending primary-text verification.
Indiana
Disable algorithmic recommendations, behavior-based advertising, and addictive features on minor accounts.
Statute’s own ages: Applies to accounts held by Indiana residents under 16
Minnesota
Do not present addictive interface features to a child's account, including infinite scrolling, profile-based feeds, push notifications, autoplay video, personal-metric displays (e.g. like counts), and achievement badges; default the account to the most private settings and bar targeted paid advertising in a child's feed.
Statute’s own ages: Applies to accounts of a 'child' (age 15 or younger); the Act's threshold for these protections tracks under-16 rather than the canonical 16_17 band.
Nebraska
Give minors accessible tools to opt out of or limit engagement-maximizing design features, for example a chronological (non-algorithmic) feed option, and controls over notifications, autoplay, and in-app/in-game purchases.
Statute’s own ages: Applies to minor account holders; precise age scope pending primary-text verification.
New York
Do not provide an algorithmically personalized ('addictive') feed to a user the platform knows to be a minor without verifiable parental consent; otherwise show a chronological or non-personalized feed.
Statute’s own ages: Applies to users under 18; no narrower statutory subdivision.
South Carolina
Provide users with tools to disable engagement-maximizing features such as infinite scroll, autoplay, gamification, engagement metrics, and push notifications, and default personalized-recommendation systems to off for users known to be minors.
Statute’s own ages: Personalized-recommendation default-off applies to known minors under 18; the feature-disable tools are user-controlled.
Utah
Refrain from deploying specified engagement-driving design features on minor accounts, including autoplay, seamless (infinite-scroll) pagination, and push notifications.
Statute’s own ages: Applies to minor account holders (under 18).
